Why Quorum exists
This industry has an answering problem.
Talk to any board member who has fired a management company and you will hear the same story: calls that ring out, emails that die, work orders closed with no work done, and a different manager every year. The record backs them up.
Unreturned calls and emails are the most common complaint made against community management companies, appearing at every major firm we studied, in nearly identical language.

Every management company claims responsiveness. We could not find one in our market that puts a number on it, publishes it, and accepts consequences for missing it. So that is exactly what Quorum does. These five promises appear in every management agreement we sign.
Every call and email gets a human response within one business day.
Tracked, logged, and reported to your board. Not an autoreply, not a ticket number that goes nowhere. A person, with an answer or an honest status.
A named manager, with a written portfolio cap.
You will know exactly who manages your community, and your agreement states the maximum number of communities that person carries. Caps are what make every other promise possible. Nobody in our market publishes one. We put it in the contract.
Work orders close only when the homeowner says the work happened.
A closed ticket means a resolved problem, confirmed by the person who reported it. Not a vendor invoice filed, not a status flipped to clear a queue.

Quorum Concierge is the premium homeowner service tier that turns "call the office during business hours" into an around-the-clock standard of care. It is fronted by Steward, our concierge, and backed by the only thing that makes 24/7 service honest: humans who own the outcome.

Steward is Quorum's 24/7 concierge. Ask a question at any hour, in plain words, and Steward answers from your community's actual governing documents, citing the exact section, so you are never guessing what the rules are or taking a neighbor's word for it.
- Answers with citations. Every answer about your covenants, dues, or architectural rules points to the real document and section it came from.
- Every conversation becomes a logged ticket. Nothing said to Steward disappears. Requests are recorded, tracked, and visible.
- A human reviews every escalation by the next business morning. Steward never pretends to resolve what needs a person. It hands off, on the record, and the one-business-day response promise takes over.

Developer to owner turnover
The handover is where communities are won or lost.
When a developer hands a community to its owners, everything that was informal has to become formal: the records, the money, the board, the rules. Done carelessly, it seeds years of distrust and legal exposure. Done properly, it is the strongest start a community can have. Turnover management is a named specialty at Quorum, for developers who want to exit clean and for new owner boards inheriting the result.

Statutory notice periods honored, proxies and ballots handled properly, and the first board seated the way the community's documents actually require, elected or appointed, so its first governing act stands up.

Association funds, reserves, and bank records reconciled and transferred with a documented trail, and a first-year budget the new board actually understands.
After turnover, our client is the association, not the developer. We say that out loud at the first owners meeting, because trust starts with knowing whose side the manager is on.

How our pricing works
You should not need a proposal to learn how you will be charged.
Nobody in our market publishes pricing. We think that is a tell. Here is exactly how Quorum charges, before you ever talk to us.
One flat monthly fee
Each community pays a single monthly management fee, set by service tier, number of homes, and the condition of the community's documents and records. It does not wobble month to month, and it is not a teaser that grows sideways through add-ons.
A fee schedule you see before you sign
Every other charge that can ever appear, resale letters, transfer fees, mailing costs, lives on one written schedule attached to your agreement. If a fee is not on the schedule, it does not exist.
Small communities priced honestly
Small associations pay a fair minimum that funds real service, not a discount rate that guarantees neglect. We would rather tell you the true cost of doing it right than win your business with a number that makes failure certain.
What we earn is what you see
Our compensation is our management fee and the published schedule. We explain every line, and your board can ask about any of it, any time, and get a plain answer.
The complete schedule, with every proposal
Every proposal includes the complete fee schedule for your community, and we walk your board through it line by line before you sign anything. If a charge is not on that schedule, it does not exist.

Founded by operators, not a portfolio.
Quorum Community Management, LLC is an independent North Carolina company founded in 2026 by two partners who have spent their careers inside residential communities: managing them, selling them, and answering for them. The name is the point: a quorum is the moment a community can lawfully act. Our job is to make sure your community always can.
Robb Simms
Co-founder
Robb trained in Virginia Tech's residential property management program and spent the first decade of his career running communities for some of the country's largest institutional owners, including years living on site as a manager of the communities he served.
He then spent ten years scaling the apartment industry's original high-tech 24/7 answering platform from 30 communities to more than 6,000 nationwide, building the after-hours accountability systems this industry still runs on. Quorum's published response standards are that idea, finished: not just answered calls, but promised outcomes in writing.
Robb is a licensed real estate professional in North Carolina, South Carolina, Georgia, Tennessee, and Florida.

DJ Cummins
National Sales Director
DJ came to Quorum after roughly fifteen years in real estate, most of them spent creating and selling mountain communities across North Carolina with one of the region's most active development sales organizations. He has lived the full arc our developer clients live: raw land, grand openings, sale days, closings, and the day a finished community meets its owners.
Before real estate, DJ owned and operated successful restaurants, and it shows in how he works: the way a good restaurateur runs a dining room, with the guest at the center and the details handled before anyone has to ask.

Between them, Quorum's team has spent decades across the property world: institutional-scale residential operations, community association management, land and development sales, commercial real estate, hospitality, payroll, and business operations.
